The Center for Information Technology and Public Policy (CITAPP) focuses on the policy challenges and the organizational demands made by technological innovation. The Center is interested in interactions between technology and society and particularly how technological advances, along with institutional changes that harness the legitimacy and the powers of bureaucracies and market, address the needs of under-served communities. It seeks to provide a means to nurture and transform public policy through the use of Information and Communication Technologies (ICTs) by engaging with academic faculty and researchers, policy planners, political leaders and community representatives, technology vendors, public officials and civil society organizations. The Center brings together best-practices demonstrating the power of ICT and analytical tools for information management, modelling, and forecasting. It engages in research and evaluation studies of topics where ICT and public interest intersect.

  2. Political Economy of Digital Biometric IDs: A Case of Aadhaar in India
    How state is changing its position in identifying beneficiaries and in reaching out to those beneficiaries; how citizens are coping with new requirement of getting a digital biometric ID and making themselves legible for welfare; and the involvement of market and civil society organizations
  3. Inclusive Economies Framework: The Indian Case
    Based on the Inclusive Economy Indicators developed in 2016, the Indian case study was part of a 3 nation study (India, South Africa & Colombia). The project aimed to provide country-specific insights into processes of inclusive growth
  4. Women, Aadhaar and Exclusion
    To address the question if being a gender neutral system of identification, Aadhaar ecosystem creates new barriers or reinforce existing barriers for women to participate in the welfare schemes?
  5. Digital Identities
    Examining identity from the perspective of individuals and households, transacting with multiple entities such as the state, or private actors and social groups.
