Tele Manas

The National Tele Mental Health Programme was announced in the Union Budget 2022-23 with the objective “to better the access to quality mental health counselling and care services”. NIMHANS was identified as the nodal centre and International Institute of Information Technology-Bangalore (IIITB) was identified to provide technology support. This program is also being referred to as “Tele-Manas”.

E-Health Research Center at IIITB, in collaboration with NIMHANS, is seeking applications from qualified candidates for leading the cyber security efforts and initiatives for the TeleMANAS project at IIITB/NIMHANS as well as for other IT initiatives at NIMHANS

1) Role: Research Associate

2) Role: Technology Program Head

Job Description:

1. Providing IT program leadership covering bottomline responsibility for the national platform implementation leveraging the IIITB team and other technology vendor teams, meeting the program requirements with respect to cost, time and quality thresholds
2. Outlining IT program level strategy and execution approach towards implementation by all teams
3. Identifying critical risks and dependencies, defining mitigation strategies and flagging those to all other stakeholders as needed
4. Discussions and brainstorming with key stakeholders towards aligning the technology track with the overall program across the hub and the facilities
5. Selection of vendors as needed and overseeing vendor performances.
6. Staffing and managing the internal teams
7. Reviewing the delivery process, solution architecture and design, quality management and release process
8. Regular tracking of progress across developments teams and investigating into concern areas to define corrective measures needed

Qualifications and Skill-sets:
Essential qualifications

• A Bachelor’s or Master’s degree in computer science or any engineering degree or any MBA degree supported with relevant technical background
• Minimum of overall 15 years of experience, minimum of 10 years of IT industry experience
• Experience in IT program/project management, vendor management
• Good communication skills, team management skills, ability to work in collaborative setups

Desirable qualifications

• Any prior experience in Healthcare domain, government programs and helpline or call centre setups
• PMP Certification

3) Role: Technology Lead

Job Description:

1. Understanding the scope and requirements of modules, overall platform architecture, frameworks and guidelines defined for the project
2. Drafting detail design for the modules and flows
3. Ensuring alignment of design of the platform components with national health stack and Ayushman Bharat Digital Mission (ABDM) framework, and compliance with relevant data privacy and data security guidelines
4. Designing and developing interfaces for exchange of data with other healthcare organizations leveraging ABDM framework and aligning with standards and guidelines for Electronic Healthcare (EHR) data exchange
5. Contributing to architecture reviews and platform optimization
6. Giving a design walkthrough to the team’s developers, overseeing development work and doing code reviews
7. Creation of deployment scripts and executing product releases
8. Doing proof of concepts, trying new technology solutions, utilities etc

Qualifications and Skill-sets:

Essential qualifications

• A Bachelor’s or Master’s degree in computer science or any engineering degree supported with relevant technical background
• Hands-on programming experience in Java, web and mobile-app technologies covering Angular, ReactNative, RDBMS, linux, APIs, security, encryption etc
• 6 to 8 years of hands-on technical experience, covering design, and development of web applications and platforms

4) Role: Application Programmer

Job Description:

1. Programming in full-stack technologies and developing web and mobile based healthcare applications meeting functional and non-functional requirements for the national level platform
2. Ensuring alignment with recommended health stacks and frameworks, Electronic Health Records formats and data exchange standards, identity management frameworks, compliance with guidelines w.r.t data privacy, data security
3. Applying best practices and industry specific standards for implementing, testing and maintaining the application, aligning with UX-UI design
4. Drafting and maintaining documentation for development and testing of various layers (UI, functional, back-end)
5. Supporting and collaborating with various teams for the integration testing
6. Executing other tasks related to migration, enhancements and software/hardware upgrade
7. Guiding junior programmers and interns with their development and testing efforts

Qualifications and Skill-sets:

• A Bachelor’s or Master’s degree in computer science or related streams, or any engineering degree supported with relevant technical background
• Hands-on programming experience in Java, web and mobile-app technologies covering Angular, ReactNative, RDBMS, APIs, Postgres, platform security, encryption etc
• 2 to 6 yrs of hands-on technical experience, covering design, development and testing of web applications and platforms
